House Committee to Investigate Pipeline Security Contract Allegations

The House of Representatives’ Committee on Host Communities is set to investigate a petition from the Niger Delta Oil-Producing Communities Reform Movement. The petition concerns a pipeline surveillance contract held by Pipeline Infrastructure Nigeria Limited (PINL).

Hon. Dekor Robinson, the Committee’s chairman, confirmed the receipt of the petition on September 15, 2026. He assured stakeholders that the Committee will report its findings and recommendations to the House for further action.

The petition raises concerns about how PINL has managed the contract and the funds it received. It requests a thorough investigation into the total amount received by PINL and how it was used to protect the country’s pipeline infrastructure.

Additionally, the petitioners are asking for a detailed review of PINL’s financial activities, including its dealings with directors and related parties. They also want to assess the working conditions of personnel involved in pipeline surveillance.

Allegations have been made regarding personal spending by PINL’s Managing Director, Dr. Osahon Okunbor, including claims of luxury property purchases and private jet travel. The petitioners want to know if these expenses were paid for with funds from the pipeline surveillance contract.

The Committee noted that these claims are still allegations and have not been proven. If the investigation confirms any wrongdoing, the petitioners have requested that the Committee consider actions such as revoking the contract.

The Committee is beginning the legislative process to address the petition. They will allow the petitioners to support their claims and give PINL and its Managing Director a chance to respond. Other stakeholders will also be invited to participate in the investigation.

The Committee emphasized its focus on accountability in managing public resources, protecting Nigeria’s critical assets, ensuring effective pipeline surveillance, and looking after the welfare of local communities and surveillance workers.
