Federal Government Implements Stricter Rules for New Employee Payroll Enrollment
The Federal Government has announced new, stricter rules for adding newly hired workers to its payroll. These changes, which take effect immediately, require multiple levels of verification and approval from the Accountant-General of the Federation before salaries can be processed.
Bawa Mokwa, the Director of Press and Public Relations in the Accountant-General’s Office, shared details of the new policy in a statement in Abuja. From now on, no new federal employee will be added to the Integrated Personnel and Payroll Information System (IPPIS) unless they first appear on the official list of their ministry, department, or agency (MDA) and meet all documentation and eligibility requirements.
The new rules also place greater responsibility on MDAs to maintain accurate records of their personnel and salary budgets. This is part of a broader effort to improve transparency and efficiency in how the government manages its payroll.
Each MDA must formally request to add new employees to the payroll, providing necessary documents such as recruitment approvals and appointment letters. These documents will undergo thorough checks to confirm their accuracy before any new employee can be enrolled.
The verification process will assess various aspects of the employee’s records, including salary details, allowances, and tax information. This is to ensure that deductions for pensions and taxes are correctly calculated and sent to the right institutions.
After the initial checks, the Accountant-General’s Office will send the employee’s records back to the MDA for confirmation by senior officials. This includes the Accounting Officer and the Director of Human Resources. Final enrollment into the payroll will depend on completing all required validation steps.
The government has warned that applications with incomplete documents or discrepancies will not be processed until all issues are resolved. This means new federal workers may experience delays in receiving their salaries if their records do not meet the new requirements.
Officials responsible for processing payroll admissions will also be held accountable for any violations of these rules. The government is urging all relevant officials to comply strictly with the new guidelines to ensure better management of personnel expenditures.
