PAP Boss Dr. Dennis Otuaro Declares Tinubu’s Strategic Approach is Fostering Sustainable Peace and Development in the Niger Delta

The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, today, Sunday, November 16, 2025, delivered a staunch endorsement of the Federal Government’s handling of the Niger Delta region, declaring that President Bola Tinubu’s strategic approach to security, economic growth, and sustainable peace “is working.”

Dr. Otuaro made the remarks during a town hall meeting in Lagos with stakeholders and residents of the Niger Delta. He asserted that the administration’s Renewed Hope Agenda is actively translating into concrete efforts aimed at tackling the core challenges of the oil-rich region.

“One of the things you must know about His Excellency, President Bola Ahmed Tinubu, is that he is very strategic and systematic in his approach to resolving issues of development, socio-economic growth, security, and sustainable peace in our region the Niger Delta,” Otuaro emphasized.

Expansion of Educational Opportunities

Citing tangible proof of the President’s commitment, the PAP Administrator highlighted the expansion of the programme’s educational and skills schemes. He confirmed that the in-country scholarship slots for the 2025/2026 academic year have been increased to 3,900, with approximately 200 additional beneficiaries deployed for foreign post-graduate scholarships.

Dr. Otuaro assured stakeholders that, with sustained support from the President and the National Security Adviser, the Amnesty Programme would continue to maximize opportunities for indigent youths to acquire the necessary knowledge and skills for self-reliance and nation-building.

He concluded by urging all Niger Deltans to reciprocate the President’s commitment with unwavering support, expressing confidence that judging by the remarkable things the administration is doing, “he will do even much more for us after his re-election in 2027.”
