Osun Assembly Passes Landmark Electricity Bill, Establishes State Regulatory Commission

The Osun State House of Assembly on Monday, July 28, 2025, passed a significant Electricity Bill, 2025, a legislative move poised to revolutionize the power sector within the state. The bill, an executive proposal, successfully scaled its third reading during a plenary session presided over by Speaker Rt. Hon. Adewale Egbedun.

The newly passed Electricity Bill is designed to empower the Osun State Government to establish its own Electricity Regulatory Commission. This commission will be vested with the authority to oversee all matters related to electricity generation, transmission, and distribution within the state. This development aligns with the provisions of the Electricity Act 2023, which devolved powers for electricity regulation to state governments, allowing them to manage their intra-state electricity markets.

According to a statement from Olamide Tiamiyu, the Chief Press Secretary to the Speaker, the legislation is expected to create a more efficient and responsive electricity sector in Osun. Its objectives include attracting private investors, expanding electricity services, ensuring fair billing practices for consumers, and enhancing overall power supply across the state.

The passage of the bill followed the presentation of a comprehensive report by the House Committee on Water Resources and Energy, led by Hon. Taofiq Olayiwola. The motion for the third reading was initiated by the House Majority Leader, Hon. Kofoworola Adewunmi, and received unanimous support from lawmakers.

In addition to the landmark Electricity Bill, the Osun State House of Assembly also approved crucial amendments to several judicial laws. These include amendments to the Osun State Customary Courts of Appeal, the Customary Court, and the Osun State District Customary Courts. These legislative adjustments aim to strengthen the state’s justice delivery system at the grassroots level.

The amended bills saw swift passage, with motions for their approval seconded by Hon. Tajudeen Adeyemi, Hon. Sikiru Bajepade, and Hon. Folorunsho Ogundare, all receiving unanimous support during a voice vote conducted by the Speaker.

The Electricity Bill, 2025, will now be transmitted to Governor Ademola Adeleke for his assent. Once signed into law, it is expected to open up new opportunities for energy sector development, improve power access, and foster economic growth within Osun State.
